Are the Patriots planning on bringing back Gostkowski?

CBS's Tyler Sullivan reported that Stephen Gostkowski has turned down to teams. Gostkowski made it clear he wants to play ball in 2020. Gostkowski was the leading scorer for the Patriots in superbowl 53 and ended suffering a hip injury in 2019.

Friend of Gostkowski and former Patriots quarterback Scott Zolak, Noted that Gostkowski had turned down offers from two AFC teams. Saying Gostkowski was "Waiting for the right situation."

On another note the Patriots are barely using Kicker Justin Rohrwasser. He went 3 of 5 from over 40 yards on Monday. 

The lack of kicking this far and Gostkowski turning down offers, leads one to believe Belichick's planning on bringing the Gost back to New England. Gostkowski is more accurate than Rohrwasser. Analysts have mentioned most teams have a backup kicker due to covid and the Patriots don't. Could this be why?
